Completion of main carriageway works (June-July 2024)

Following the completion of the majority of surfacing works along the A27 between Marsh Barn Lane and the old Coombs Road junction, the contractor is completing the remaining elements of the main carriageway works, including safety barriers, landscaping and signage. It is anticipated that these works will be completed by the end of July 2024 and that all the traffic management will be removed except the ongoing works around the old Coombs Road junction.

The works around the old junction are continuing with a new pedestrian and cycle path being constructed between Coombs Road and the River Adur. These works will continue until October 2024 and require some elements of traffic management to remain in place.

The first of four planned weekend closures (12-15 April 2024)

The first of four planned weekend closures (12-15 April 2024) on the A27 development at New Monks Farm enabled us to complete all planned road surfacing works between Manor roundabout and the new roundabout under construction, as wells as two drainage crossings installed across the carriageway and final elements of drainage along the main A27.

We would like to take this opportunity to thank all members of the public and local stakeholders for their co-operation and input in enabling us to plan these works.

The next planned closure for the works will be on the weekend between 9pm Friday 26 and 6am Monday 29 April 2024 with works continuing on the eastbound carriageway to progress further surfacing works between the new roundabout and the existing signals at Coombs road.

Local access for residents will be maintained throughout the closure with signed diversion routes being in place.

Our other planned weekend eastbound carriageway closures are:

Friday 10 – Monday 13 May 2024
Friday 7 – Monday 10 June 2024

Closures will be in place from 9pm Friday with the carriageway reopening at 6am Monday. Eastbound diversions will be signed via A24 (north) and A283 (east).

We will maintain local access for vehicles travelling to the airport and for resident access to properties within the closure. Westbound traffic is not impacted.

PROJECT UPDATE: EASTBOUND CARRIAGEWAY CLOSURES NOTIFICATION FOR APRIL AND MAY 2024

The works to complete the new road layout of the A27 are progressing well. We have some planned eastbound carriageway closures to finalise drainage and ducting and complete surfacing of the main eastbound carriageway.

The closure dates are:
Friday 12 – Monday 15 April 2024
Friday 26 – Monday 29 April 2024
Friday 10 – Monday 13 May 2024
Friday 7 – Monday 10 June 2024

Closures will be in place from 9pm Friday with the carriageway reopening at 6am Monday. Eastbound diversions will be signed via A24 (north) and A283 (east).

PROJECT UPDATE: MAIN CONTRACTOR AWARD FOR JANUARY 2024

Following the delay in completing the A27 New Monks Farm roundabout works on the A27 caused by the previous main contractor entering into administration, the project has now entered into a new agreement for the completion of the main works.

The project is pleased to announce the contract award to Octavius Infrastructure Ltd.

Priority had been given to ensuring continuity of delivery with the aim of completing the main highway works by Summer 2024.

Cllr Steve Neocleous, Adur District Council’s cabinet member for regeneration and strategic planning, said:
“The A27 improvement works are essential for the district but the lack of progress since the collapse of Buckingham Group has been very frustrating for our residents in Lancing in particular.

“I’m delighted to hear that work should get going again soon after Christmas so that these improvement works will be completed before too long.”

It is anticipated that mobilisation will be rapid due to the project knowledge held by the team. Gavin Pritchard, Octavius Managing Director, said: “Having been involved in the scheme under the previous arrangements, Octavius are delighted to have the opportunity to support all those involved in bringing it to a positive conclusion”.

We also wish to thank National Highways for their proactive assistance over this difficult period and in assisting us to appoint Octavious to complete the works.

One of the key issues moving forward will be permissions for the necessary road closures to complete the carriageway works, and we will work with National Highways to achieve this with as little disruption as possible.

PROJECT UPDATE NOVEMBER 2023

Following the contractor undertaking the A27 New Monks Park Works entering administration, we have been working towards ensuring the safety of the site and entering into agreements that will see the works completed at the earliest opportunity.

A short-term appointment has been made to allow the existing traffic management to be maintained and for safety critical elements of the works to be completed; this site activity will continue through November 2023.

Simultaneously, we are engaging with both National Highways and new contractors to agree a new contract; these discussions are ongoing and an update will be provided in due course.

We remain committed to completing the works at the earliest opportunity while ensuring disruption is kept to a minimum.

FRIDAY 8 SEPTEMBER: PROJECT UPDATE

Following the announcement that Buckingham Group Contracting Ltd have entered into administration works on the A27 New Monks Park roundabout have temporarily halted.

The priority for The Community Stadium Ltd has been to secure services in the short term to ensure the safety of the public and to undertake small elements of work to reduce congestion around Coombs Road for the local community.

We are now assessing the quickest and most efficient way to move forward with the project looking at all options to deliver the remainder of the works in the most efficient and timely manner and will provide further information in the near future on how the works will be completed.

MONDAY 24 JULY: PERMANENT CLOSURE OF COOMBES ROAD CENTRAL RESERVE

We will be closing the central reservation right hand turn on the A27 opposite the Coombes Road junction on 2 August 2023.

This will be the permanent closure and the diversion route will be signed by a BLACK X on yellow background diversion signs.

The current diversion route for westbound A27 traffic from Old Shoreham Road will be in use until the works on the 4th arm are complete, which is currently scheduled for early September.

In addition, there will be overnight closures of the westbound carriageway from 7 August until 2 September, and closures of one lane of the eastbound A27 from 21 August to the 14 September.

FRIDAY 2 JUNE: A27 OLD SHOREHAM ROAD CLOSURE

The Old Shoreham Road has been closed and traffic is being diverted via the new roundabout. With the closing of the road,  part of the Sussex Pad junction will be closed. This means that

  1. They will be no right turn from eastbound filter lane to Old Shoreham Road (OSR)
  2. They will be no left turn from westbound filter lane to Old Shoreham Road (OSR)
  3. They will be no right turn out of Old Shoreham Road (OSR) into eastbound carriageway
The diversion route is from the new A27 roundabout to access the Old Shoreham Road via the new access road. This is the same pedestrian/cycleway diversion.

FRI 29 APRIL: ROAD TRAFFIC ACCIDENT

A road traffic accident caused extensive damage to the permanent barrier system on the elevated section of the viaduct interchange near our works on Friday night.

As a result, while responsibility for repair is unconnected with our programme, we have reactively deployed traffic management barriers and signage for safety of the travelling public. The westbound carriageway has seen a reduction of live lanes from three to one, and a temporary safety barrier has been installed to prevent any further incidents that may impact the already damaged barrier.

APRIL AND MAY 2023 PROGRAMME UPDATE

THE DRIVE WORKS
Work will commence on 24 April 2023 on ‘The Drive’, off the Coombes Road Junction on the northern side of the A27, for installation of storm water drainage, new road alignment and surfacing works. Works end date 14 May 2023.

We have visited the college, nursery, and knocked on all impacted residences and businesses to fully inform them of the works and determine personal and business access/egress requirements. We are working daytime only but traffic management will be in place 24/7. Our traffic management will not affect college access but there will be signage in place.

PUBLIC RIGHT OF WAY (PROW) 249 (RIVER ADUR)
Work on realigning and upgrading the existing PROW will commence on 24 April 2023 to adjoin with the new Monks Farm Development and improve access overall on local footpath and cycle routes. Works end date 26 May 2023.

COOMBES ROAD JUNCTION
Work will commence on 15 May 2023 on the Coombes Road Junction on the northern side of the A27, for installation of storm water drainage, new road alignment and surfacing works. Works end date 6 June 2023.

We are working daytime only but traffic management will be in place 24/7. Our traffic management will not affect college access but there will be signage in place.

A27 EASTBOUND CLOSURES
We will be closing the eastbound carriageway of the A27 at New Monks Farm, Lancing for full weekends from 8pm Friday 12 to 6am Monday 15 May 2023 8pm Friday 19 to 6am Monday 22 May 2023

LOCAL ACCESS WILL BE MAINTAINED
The main diversion route for eastbound traffic passing through the area will be via the A24 and A283.

FEBRUARY AND MARCH 2023 PROGRAMME OF WORKS UPDATE

The major works on the A27 east of Lancing to construct a new signalised roundabout providing a link to the New Monks Farm development and Brighton City Airport are well underway and we will soon be working on the carriageways themselves. We fully understand and appreciate concerns that these works will affect flows to both local and through traffic, as demonstrated by the recent National Highway’s decision to close the A27 for safety reasons following localised flooding.

To address these concerns, a phased traffic management plan has been devised in conjunction with National Highways and engineered to take other improvement works on the A27 into account to avoid any escalation of disruption. We will continue to review the National Highways programme in tandem with ours through 2023, and issue regular updates on our activities on the A27 at Lancing.

Our objective is to maintain local access for all users to and from the A27 with disruption kept to a minimum as far as practicable. We also seek to maintain the existing vehicle access and egress arrangements for Mash Barn Lane, Hoe Court, Coombes Road, Old Shoreham Road, Manor Close and Manor Way. Access for emergency vehicles will be maintained at all times.
